    The first half of 2013 is unfolding more or less as forecast. Economic growth has been sub-par for several months and job creation has subsequently lagged. BC consumers have all but closed their wallets, leading to the lowest rate of growth in retail sales since the 2009 recession. However, we are beginning to see encouraging signs that the economy is, if not turning the corner, at least on more solid footing.
